OpenPortal

We are aware of an issue with customers trying to sign up to the OpenPortal. This has been logged with our software supplier (Wednesday 6 March) and we are awaiting a solution. Please try again at a later date.

We have launched a new service, where you can access your Council Tax account and Business Rates account online, as well as make or view a Housing Benefit or Council Tax Support claim.

All you need to register is an email address and your account number.  Your account / claim reference number will be on the top of a bill or correspondence you have received from us.

Your National Insurance number is required for benefit related access.

This is the first step on our journey allowing you to manage your accounts quickly, simply and at your convenience 24hrs a day. We will constantly be developing this service so please check back to see new functionalities in the future.

Online account facilities

OpenPortal allows you to view and complete the following online:

  • View and print your bill
  • Check your instalments
  • Your account balance
  • Create or view a Housing Benefit or Council Tax Support claim
  • Notify us of a change in circumstances
  • Set up a direct debit or change a payment method
  • Apply for a discount
  • Request a refund

Please note: We will still issue all other notices and legal documents, such as reminders, final notices, and summonses in paper format.

Who can register for an online account?

  • You can register for an an account if you are named as a liable person or business on the council tax or business rates account. If you are currently moving address, please complete one of the relevant move in forms online before applying for an online account so we can ensure we have set you up at the correct address.
  • You can register for access to a benefit claim if you are the main benefit claimant

Forgotten log in details

If you have forgotten your username or password please use the links on your account to reset them. For security reasons we are unable to provide password or username resets over the telephone.

We will only use your personal information gathered for the specific purposes of your application/enquiry/payment. We will not give information about you to anyone else or use information about you for any other purpose, unless the law allows us to. See our privacy information for further details.

Problems registering or logging-in

I have registered but have not received my log-in details

An email with your log-in details is usually sent within a couple of minutes. For security reasons this will not be sent immediately if any details provided do not match exactly those we already hold. In this case we will manually check the details first and then send your log-in details as soon as we can.

I have forgotten my username. What do I do?

Go to the log-in page, select ‘Forgotten your user name?’, and enter the email address you used when you first registered. An email reminder will be sent to you within a couple of minutes.

I have forgotten my password. What do I do?

Go to the log-in page, select ‘Forgotten your password?’, and enter your user name. An email will be sent to you within a couple of minutes with a new password. You can change this should you wish after you have logged-in.

I have entered my log-in details but nothing happens or I get an error?

Ensure your internet browser (e.g. Chrome, Edge etc) is up to date. My Bills and Benefits will not work under old versions of these browsers.

My browser is up to date but I still get an error. What do I do?

Please contact us telling us your name and account number. Please give us as much information about the error as possible. We will investigate but it may take us some time to resolve it.

If there is anything urgent you need, such as a copy bill or letter, please let us know in the email and we will sort this for you in the meantime.

Problems with viewing/opening documents

Some internet browsers will not automatically open up documents from websites. You may get a message asking you what you want to do with the document or a bar may appear at the bottom of your browser waiting for action from you.
Otherwise, please ensure your security settings do not block downloads from websites and that you have Adobe Acrobat reader available. You will not be able to view our documents without this.
