Procurement and contract management strategy
West Oxfordshire District Council and all the Publica Group partners have approved a framework approach to procurement which aims to improve the way the council and our partners procure services, goods and works and manage contracts to deliver improved quality services and make sure our spending is value for money.
The councils' common approach includes the procurement strategy, contract rules, standardised processes, policies and template documents to achieve effective procurement across all partners by focusing on activities which lead to financial savings and improved practices.
We have set contract procedure rules depending on the value of the contract. These are summarised below:
|Estimated total contract value||Contract letting requirement and forms of contract|
|Up to £10,000||Purchases are made on the basis of value for money. Contracts are by purchase order, with standard terms and conditions.|
|From £10,001 to £50,000||Contract opportunities are advertised on the Publica Portal and/or other public advertisement as appropriate. At least 3 written quotations will be required and a formal written contract approved by our Legal Advisor used.|
|From £50,001 to EU Threshold||Contract opportunities are advertised on the Publica Portal and/or other public advertisement as appropriate. A minimum of 3 competitive tenders will be required and a formal written contract approved by our Legal Advisor used.|
|EU Threshold and above||Contract opportunities are advertised on the Publica Portal and in the Official Journal of the European Union. The EU Threshold is set every two years and is the amount at which European Union rules apply.|
