Make a payment
To make a payment you will need your payment reference number (for example, Council Tax account or an invoice number) and your payment card details. You can use your bank debit card or credit card to pay online, Visa, MasterCard, Visa Delta and Electron are all accepted.

You can pay online for any other invoices you have received.
Telephone payments
Call 01993 861045 for our automated telephone payments service which is available 24 hours a day, 7 days a week. You can use this method of payment for:
- Council Tax
- Business rates
- Other invoices (sundry debtors) except parking penalty charges
For Parking charges call 0845 6012584 for our dedicated automated payments service.
Payments for any Council service can be made at either at the Town Centre Shop in Witney or the Guildhall in Chipping Norton. We do not accept cash at the Guildhall but can take card or cheque payments.
Pay by Direct Debit
Payment by Direct Debit is covered by a guarantee and can be used for:
- Council Tax
- Business rates

If you are having problems making payments towards an outstanding bill or debt please get in touch as soon as possible.
Payment security
This is a secure website so you can be confident that your payment details are transmitted and stored in a secure and confidential way. The information you give us electronically will only be used for the purpose you intended.
If you are in a public place we strongly advise you to make sure that you are not being observed by someone when you enter your details. This is to prevent them being misused by someone else.

Refund and cancellation policy for internet transactions
For goods and services being bought from the Council's website:
- Where the Council fails to deliver in line with our standards, then a full refund will be made
- The credit / debit card used for the payment will be refunded
- This will be done as soon as possible but within 14 days of the refund being agreed by the Council
- Cancellations will only be refunded at the discretion of the Council
- If the cancellation is agreed by the Council, the customer must take reasonable care of any goods already supplied by the Council until they are collected by the Council
- If the Council agrees to a refund following a cancellation, then this will be carried out in line with the above.
Where the Council agrees that a refund is due for Council Tax, Business Rates or another payment not covered under the list above, then:
- The credit / debit card used for the payment will be refunded
- This will be done as soon as possible but within 14 days of the refund being agreed by the Council.
